David Malone: Tribute from Sylvain Dufour

We are all saddened by the premature passing of David Malone (1954–2025), president of IDRC from 2008 to 2013. I had the opportunity of working very closely with him during his tenure.

David had a bachelor’s degree in business administration from Montreal’s HEC (Hautes Études Commerciales), a very prestigious management school affiliated to the University of Montreal. During his time there he not only learned the basis of sound management, but he also got to perfect his French and learn French Canadian culture. At first glance, it seems strange for an Alberta boy to study in French, in Montreal. He told me he went there on the advice of his father, an eminent member of Canada’s diplomatic corps. As a result, David’s management reflexes were excellent. Combined with his deep knowledge of the Federal environment, I never had to worry about any of his expenses or activities. This was an important factor at a time senior management expenses were scrutinized by all parties in Parliament and disclosed on the web.

David had excellent strategic thinking. His views and directions were indispensable in managing relationships with the government at a time when Official Development Assistance was stagnant. Through his vast network of contacts, he got us involved in highly strategic relationships that really helped IDRC through difficult years.

David was an academic with a pragmatic perception of his environment. He expected the best of us and always ensured that executives spoke with one voice in good and bad times. David always led in the best interest of the organization. He ensured the transformation of the Centre was sustainable. We shared the view that everything must be questioned in order to modernize and externally project an image of agility that inspires confidence. I will miss his friendship and sense of observation. David was a contributing member of the IDRC Alumni, which he always supported and encouraged. He will be missed there too.
